leader mitch mcconnell has guided our party and our conference through the past six years. he is a gifted leader and one that i have witnessed time and again has come up with strategies that have gotten things done in the right way. senator jon kyl and i have worked on immigration and death tax relief. senator lamar alexander and i have championed the america competes act so that we would continue the priity of scientific research and that we would never fail to invest in our future because it is the sequel for our economy. i am very pleased that the distguished ranking member of the judiciary committeend the finance committee, finance committee now and judiciary before, is also on the floor and has been a wonderful friend to me, helping me in my very first election when he was the rock star at my fund-raisers in texas. and i thank senator orrin hatch for his long leadership in ts body. and i have had the wonderful good fortune to serve with two colleagues from my home state. first, senator phil gramm, who was a wonderful mentor and colleague. they broke the mold after sena

as for the senate minority leader mitch mcconnell, i think that is a good one. a lot has been made in the past few days about him taking a higher profile role in these negotiations. while i don't like prognosticating into the future, we can look at the past in some of the previous negotiations of congress and the kind of role he has played. almost all of these talks, whether it was about government shutdown in the spring of 2011 or the debt limit debate in the summer of 2011 or the payroll tax-cut debate last year, those negotiations started at a level between the president and speaker but always broke down at that level and that pushed to the senate where harry reid and mitch mcconnell had to figure something out and get enough votes for it so they could give some cover to the house republicans, who were joined by a large majority of house democrats to get something done. the idea that we have come to this state is not necessarily surprising. that it has taken us so long to get there has probably frustrated everyone who wanted to take a holiday break. if mitch

i went to see senator mcconnell in his office. i said, "mitch, what do you think about seeing whether there is any opening whatsoever?" and i was so pleased when he said, "well, let's give it a try. let's be careful. let's proceed judiciously." on the way out of his office, he stopped and showed me a letter from suu kyi to him. we knew that at some point change would have to come, but whether it would be a year, a decade, or longer, no one could predict. but very carefully, in close consultation with the congress, we began sending assistant secretary campbell and then now-ambassador derek mitchell in let's be careful. the position created by the congress of special envoy, listening, probing, seeing whether there was something happening. and slowly change started. and of course, when the house arrest was finally lifted and the voice of this remarkable woman could be heard more broadly, we knew that the united states had to be not only supporting the change, but carefully nurturing it to ensure that it did not end up being hijacked,

speaker, leaders reid and mcconnell. today when congress bestows the congressional gold medal on arnold palmer, we will be honoring a living legend. he is an icon of american sports and a success in all of his endeavors. a humanitarian, businessman, philanthropist. he personifies the american dream, the idea that anyone can travel as far as their talent will carry them. we think him for his service in the coast guard, for protecting that american dream for all americans. born to humble beginnings and raised in latrobe, pennsylvania, arnold rose from blue-collar roots to becoming the king, the king of golf. as king of golf, he raised up arnold's army. he always demonstrated etiquette, courtesy and friendship to fans and competitors alike. as arnie's army followed him on the course, he taught everyone about perseverance and discipline. he taught us that you can be six strokes ahead, and still lose. but you can be strikes -- six strokes behind and still win. as he said, he always made a total effort, even when the odds seem

i just wish that john boehner and mitch mcconnell would have some more backbone and the tables and say we heard. read about blaming republicans, and boehner said it on the senate floor, but they need to come to the podium today or tomorrow and say senator reid, we recently passed two bills are sitting on the fiscal cliff cristeta sitting on your desk and you have the audacity to blame republicans. i think they're both to blame someone. reid a little more so. we see what happens. obama has led this country. he is about to lead us into another debt downgrade. it should be evident to see what happens when you let partisan democrats like harry reid and nancy pelosi call the shots. >> marty, you are calling on the democrat line. what is your reaction? caller: the president needs to get the republicans come back in from christmas holiday. >> what do you think is gonna happen? >> we are on the verge of a fiscal cliff and they are still on vacation. >> let's go to mike in texas, on our line for republicans. >> i agree with the first guy. i wish they would have a little backbone and force obama
